Problemi sa kojima se ova oblast suočava su teški ali se kvalitativno ne razlikuju od problema koji su upešno rešeni u novim EU državama članicama i zemljama koje čekaju na pridruženje. Savetuje se vladama u regionu kao i njihovim međunarodnim partnerima da počnu da primenjuju EU razvojne metodologije planiranja što je pre moguće, pre nego što se socijalni pritisci nakupe do ozbiljnog nivoa.

Qeveritë e rajonit, së bashku me partnerët ndërkombëtarë, do të këshilloheshin të fillojnë zbatimin e metodologjisë e planifikimit zhvillimor të UE-së sa më parë që të jetë e mundur, para se presionet sociale të mbërrijnë edhe një herë në nivel të rrezikshëm.

The problems facing this area are severe, but they are not qualitatively different from those which have been successfully tackled in new EU members and accession countries. The governments of the region, together with their international partners, would be well advised to begin applying EU development planning methodology as soon as possible, before social pressures once again build up to a dangerous level.

It assumes that Serbia-Montenegro and Kosovo, Albania and Bosnia-Herzegovina will achieve candidate status around 2010, and membership around 2020

In its current proposal for the next seven year EU assistance budget (2007-2013) and the Instrument for Pre-Accession, prepared by the previous Commission, there is a strict separation in the kinds of assistance offered to candidates (Turkey and Croatia) and to potential candidates (the rest of the region). Albania, Bosnia or Kosovo will not - as plans currently stand - be offered support for rural development, cohesion or human resource policies.

Bosna i Hercegovina prolazi kroz period dubokog socijalnog i ekonomskog poremećaja. Industrijsko društvo izgrađeno kroz decenije socijalističkog razvoja propalo je, a nije došlo do razvoja nove ekonomije vođene rastom privatnog sektora. Efekt ovog kolapsa na bh. društvo je izuzetno težak, sa alarmantno niskim nivoima zaposlenosti, pogoršavajućim stopama siromaštva i široko rasprostranjenom ekonomskom nesigurnošću. Ekonomska kriza također znatno umanjuje mogućnosti vlade u BiH da pruži osnovne službe, od održavanja puteva do socijalnih benificija i prijeti finansijskoj održivosti same države.

Post-Industrial Society And The Authoritarian Temptation

Bosnia and Herzegovina is going through a period of profound social and economic dislocation. The industrial society built up over decades of socialist development has collapsed, without leading to the development of a new economy driven by private-sector growth. The effects of this collapse on Bosnian society are severe, with alarmingly low levels of employment, worsening poverty rates and widespread economic insecurity. The economic crisis also sharply curtails the ability of government in Bosnia to provide basic services, from road maintenance to social benefits, and threatens the financial sustainability of the state itself.

As the political and economic map of South Eastern Europe is redrawn through successive European enlargements, a number of countries of the Western Balkans risk being left on the margins of the new and integrated Europe. In 1998, the only country in South Eastern Europe which was a member of the European Union was Greece. By 2007, Romania, Bulgaria and possibly Croatia are likely to join, while Macedonia and Turkey are likely to be engaged in membership negotiations. As the experience of the last enlargement has shown, being a full candidate already brings many of the benefits that in previous Mediterranean enlargements only came with membership. Most of these benefits are crucial to potential investors: a stable macroeconomic environment, a predictable regulatory environment, an expectation that every year the physical and administrative infrastructure will improve, access to increased assistance.

Five years into the international administration of Kosovo, two violent days in March 2004 have sorely tested the international commitment to a multiethnic Kosovo. Directed against Kosovo's minorities and against the international mission itself, the violence has left many wondering whether UNMIK has the capacity to achieve its objectives in the face of open resistance. This is a dangerous moment for international policy in the region. The urgent priority for the Kosovo mission and the incoming SRSG is to reaffirm the international commitment to multiethnic society, at both the diplomatic and the practical level.

People Or Territory? A Proposal For Mitrovica

At a conference in Wilton Park on 1 February, ESI presented its analysis of Mitrovica's economic and social predicament to Kosovo Albanian and Kosovo Serb leaders, together with a proposal for a way forward in 2004. To balance the fears and concerns on both sides, ESI's Wilton Park proposal consists of a package of measures, to be implemented in parallel during the course of 2004. There are four elements to the package.

Mitrovica and Zvecan are facing an extremely grim future. The decline of the Trepca complex and the socially owned industrial sector which grew up around it have caused an economic collapse as drastic as that experienced anywhere in South Eastern Europe.
