Demokratik uğursuzluqları diqqətlə öyrənilsə də, Azərbaycan Avropa Şurasına gəbul olunanda, bu qərar Azərbaycanın Avropa Şurası tərəfindən trasnformasiya olunaçağı ümidi ilə qəbul edilmişdi. ümidi ilə qəbul edilmişdi. When Azerbaijan was admitted to the Council of Europe, despite well documented democratic failings, it was with the idea that Council of Europe membership would gradually transform Azerbaijan. Sadly, the reverse has occurred. The outcome is a tragedy for the citizens of Azerbaijan, particularly those brave pro-democracy activists who languish in jail as political prisoners. But it is also a tragedy for Europe, whose values have been trampled on. For the PACE parliamentarians enjoying the benefits of caviar diplomacy are also sitting members of national parliaments across Europe. And it is certainly a tragedy for the Council of Europe itself, which urgently needs to recover the values its founders entrusted it with if it is to justify its continued existence.

Xəzər dənizindəki ölkənin sərvətinin mənbəyi olan yeni neft istehsal edən mədənləri və 2006-cı ilin Mayından tikilmiş Tiflisə və Türkiyənin Aralıq dənizi sahillərinə qədər uzanan 1776 km-lik borunu görmək olar. Təhsilli gənc Azərbaycanlılar üçün bu sıçrayış çoxlu yeni imkanlar yaratmışdı. Dağılmaqda olan kommunist imperiyasında doğulmuş, mürəkkəb keçid dövründə yaşayaraq xaricdə təhsil almaq və səyahət etmək kimi yeni imkanlardan yararlanan və geri döndükdən sonra gənclər beynəlxalq təşkilatlar, xarici şirkətlər və yaxud Azərbaycanın yerli təşkilatlarında çalışmaq imkanı əldə edirdilər.

In recent years the Caucasian republic of Azerbaijan, independent since 1991, has experienced rapid economic change. With oil and gas revenues skyrocketing, its capital Baku is in the grips of a feverish construction boom. The new oil rigs, the sources of the country's wealth, pump oil from the Caspian seabed. Since May 2006 this oil is then transported via a 1,776 km new pipeline, the second-longest in the world, onwards to the Turkish Mediterranean coast and to global markets. For educated young Azerbaijanis the recent boom created many opportunities. Born in a communist empire that has since ceased to exist, having come of age during a tumultuous transition, they are now able to take advantage of new possibilities to study abroad and to reap the rewards – jobs at international organisations, multinational companies or Azerbaijani institutions – after returning home.

En avril 2007, un triple meurtre particulièrement horrible a eu lieu dans la ville de Malatya en Anatolie centrale. Les victimes, torturées, poignardées et étranglées, étaient deux Turcs et un Allemand. Tous les trois étaient des missionnaires chrétiens protestants qui avaient récemment déménagé à Malatya. Cinq hommes jeunes, armés de couteaux et couverts de sang, ont été retrouvés sur les lieux du crime quelques instants après.

In April 2007 a gruesome triple murder took place in the Central Anatolian city of Malatya. The victims, tortured, stabbed and strangled, were two Turks and one German. All three were Protestant Christian missionaries who had recently moved to Malatya. Five young men, armed with knives and covered in blood, were found at the scene of the crime only moments after it happened.

Im April 2007 ereignete sich in der zentralanatolischen Stadt Malatya ein grausamer Dreifachmord. Die Opfer, gefoltert, erstochen und erdrosselt, waren zwei Türken und ein Deutscher. Alle drei waren protestantische christliche Missionare, die kurz zuvor nach Malatya gezogen waren. Gjatë dymbëdhjetë muajve të fundit, BE-ja ka kërkuar më shumë nga Kosova sesa nga shtetet tjera të Ballkanit perëndimor. Kosova i ka përmbushur shumicën e këtyre kërkesave shtesë. Nuk ka arsye të mirë se pse ajo duhet që edhe më tej të mbetet në errësirë.

During the last twelve months the EU has demanded more from Kosovo than from any other Western Balkan country. Kosovo has met most of these additional demands. There is no good reason as why it should still be kept out in the cold.

Das Gefühl, der türkische EU-Beitrittsprozesses stünde vor einem unmittelbaren Fehlschlag, ist unter Beobachtern seit Beginn der Verhandlungen weit verbreitet. Im Gegensatz zur vorherrschenden Meinung ist jedoch die Gefahr eines "Zugunglücks" in den Beitrittsverhandlungen minimal. Der Grund dafür ist beruhigenderweise nahe liegend: Weder die Türkei noch die EU haben ein Interesse daran, den Beitrittszug entgleisen zu lassen.

The widespread sense among observers that the Turkish EU accession process might be headed for imminent failure has been present from its very outset. Contrary to the conventional wisdom, however, the risk of a "train crash" in the accession talks is minimal. The reason for this is reassuringly self-evident: it is neither in Turkey's interest, nor the EU's, to derail the accession train.

Le sentiment selon lequel le processus d'adhésion de la Turquie à l'UE risque d'échouer de manière imminente, largement partagé parmi les observateurs, est présent depuis le tout début de ce processus. Toutefois, contrairement à ce qu'en dit la sagesse populaire, le risque d'un « déraillement » des négociations d'adhésion est minime. La raison de cela est à la fois manifeste et rassurante : il n'est ni dans l'intérêt de la Turquie, ni dans celui de l'UE, de faire dérailler le train de l'adhésion.

In 2004 a paperback appeared in German with the title Turkey and Europe – the positions. The book described the German debate on Turkish accession to the European Union. In the introduction, Claus Leggewie, the book's editor, outlined three big issues at the centre of this debate: the state of Turkish democracy; the relative backwardness of the Turkish economy; and geopolitics, including the question whether the EU would want to share a border with Iraq.

Atlas Shrugged, a 1957 novel by the libertarian thinker Ayn Rand, is an ode to the free market, the minimalist state and the sovereignty of the individual. It is also a useful text to read if one wishes to understand the worldview of Georgia‟s most influential policy makers.

Në shkurt të vitit 2008, Kosova shpalli pavarësinë. Franca ishte shteti i parë i BE-së që njohu shtetin e ri, pasuar nga Gjermania, Britania e Madhe, si dhe gjitha shtetet tjera të BE-së përveç pesë sosh (Qiproja, Greqia, Rumania, Sllovakia dhe Spanja). E gjithë kjo nuk do të arrihej lehtë, dhe këtë e pranonin njerëzit. Do të nevojiteshin institucione e reforma, si çdokund tjetër në Ballkan – por tani së paku do të kishte një perspektivë që kosovarët t'i bashkoheshin sërish rrymës evropiane.

In February 2008 Kosovo declared independence. France was the first EU member state to recognize the new state, followed by Germany, Great Britain, and all but five other EU member states (Cyprus, Greece, Romania, Slovakia and Spain). All this would not be easy, people acknowledged. It would require institutions and reforms, just as elsewhere in the Balkans – but there would now at least be a perspective for Kosovars to rejoin the European mainstream.

A few months ago, in May 2009, Bosnia and Herzegovina found itself last among five Western Balkan countries when it came to meeting a long list of difficult conditions necessary to qualify for visa-free travel to the EU. In response to the Commission's assessment, some of Bosnia's friends abroad made the case that it was unfair to hold Bosnia to the same standards as the rest of the region. When the European Commission then decided in July 2009 not to offer visa-free travel to Bosnia, but to three other countries that met the benchmarks (Macedonia, Montenegro and Serbia), there were voices claiming that Bosnia was being discriminated against because of its Muslim population. Some even speculated that Bosnian Serbs were blocking visa-free travel for Bosnian passport holders, counting on passports from Serbia.

Hiçbir mesele, Türk-Ermeni ilişkilerini 1915'te Anadolu'daki Ermenilerin uğradığı kıyım ve bunun bir soykırım teşkil edip etmediği sorunsalı kadar zedelemedi. Uluslararası arenada soykırımın tanınmasına karşı verilen mücadele, Türk dış politikasında merkezi bir yer aldı. Soykırım ve takiben geleneksel anavatanlarının bir kısmının kaybı ise, Ermeni ulusal kimliğinin belirleyici unsuru oldu. İki ülke arasında halihazırda diplomatik ilişki yok ve aradaki sınır hala kapalı. Yakın zamanda, her iki tarafın iktidarının sergilediği adımlar sonucunda uzlaşmanın ilk işaretleri belirdi. Fakat, ilişkilerin normalleşmesi için her iki taraftaki derin önyargıların giderilmesi gerekiyor.
